which brother? if its derrick yeah hes beyond saving penelope gave him a lot of chances for redemption but he still chose to be stupid so in the end he was begging her for forgiveness and penelope didn't forgive him. the pink haired brother was just there i would put him in the same category as her father they acknowledged their faults they had their time for redemption, they were not forgiven but they were still supportive.
