So basically since the assassin doesn't break his promises, he'll keep trying to kill killing Caesar first before killing Lee Won but will also keep failing as the cousin will do anything to protect Caesar. So it's a whole cycle and Lee Won is basically safe, I guess that's how the arc is concluded!
