Dimitri sends the hunter to Leewon, who then conditionally sends him to Caesar. So until Ceasar is killed, Leewon can't be killed. Dimitri could call it off anytime, but he's being stubborn. That's it. Even the assassin knows it's a 3-way lovers spat.
