I think he was always an Omega but his adoptive parents got him some procedure so his pheromones read as Alpha.
If you read low tide in twilight Taijoo's dads are both alpha the one that looks like him is an Enigma type alpha that's why his alpha dad got pregnant
The author has given no indication of Enigmas existing in this world so I am going by the other logical explanation.
I wish he is enigma, but I bet he is alpha.
I think Alejandro is an Enigma that's why he can turn the police officer into an Omega
