He knows full well the consequences that follows after childhood. If Jaemin is labeled as a problem child, Jaemin will have a hard time getting a job and entering society after school. If Jaemin becomes a ganster, his chance of dying young will be high due to the danger that he has to face as a ganster. This is probably why Deukpul is trying to rehabilitate Jaemin.
Sekyung, on the other hand, is riddle with guilt. Given that it's to the point in which he can't even sleep well, Sekyung must be desperate. He knows that Deukpul has forgave Jaemin. And he might even know that Deukpul is trying to rehabilitate Jaemin. That's probably why he framed Jaemin. Jaemin is the source of I-heon's suffering afterall. He must think the Jaemin deserves to get punished. And the fact that it intereferes with what Deukpul is trying to do is like killing two birds with one stone.
The reason Deukpul volunteer to pay for the missing money is probably because he wanted to absolve the problem so nobody gets blamed. Once the problem is solve, he probably plan to investigate and find out who actually did it. If it turns out that Jaemin is actually the culprit, he will kick Jaemin's ass and reprimend him to change his ways. If Jaemin is not the culprit then he will find the real culprit and deal with them according. But things didn't turn out that way. It esculated to the point where Jaemin was actually framed. And Sekyung was the one who did it.
This probably took Deukpul by surprise. After spending time with Sekyung, Deukpal let his guard down. He didn't think that Sekyung would act so drastically given Sekyung's attitude towards him when they were together. But the damage has already been done. Jaemin is being framed for stealing money which is a very bad smere in anyone's record. Instead of letting the plot play out. Deukpul decides to step in and take the hit even though he know that he's complicating I-heong's life by doing this. It's kind of wrong for him to act knowing that it's not his life to sacrifice. But perhaps it's for the best.
