The kid actually doesn't necessarily have thing for wearing this way. Cecil wears girl clothes coz when josh was little he watch Chase was in one and really like it (like Chase was lil Josh's first love and all). Cecil caught on to that and as he says "Dad likes it". To emphasize not in a weird way! (Josh is cool to be a weirdo) Also im in the part where Cecil also had another "secret" as to why he does but my assumption is its to also impress or get closer to Spencer. Which well, got to hand it to this kid on his grind to impress his dad and crush lol
