Jesse did receive a book titled along the lines of "warring times signal codes" from David(Cedric's butler(?)) and Jesse did got to know that it was Cedric sending those signals. So in the night next day, under the moon light, he sent a signal to Cedric ' you mad, bro' since there was no reply Jesse was about to leave the balcony but a short flash made it's was under the moonlight, Jesse couldn't believe if that was signal or he just seeing things. But when he flipped through the pages of the book the decipher of that flash was ' Y'.
WHAT I CONCLUDE IS ' YES'. And Cedric is so childish (in an endearing way) that while sulking he just gave a short Y, INSTEAD OF YES. Or maybe he delivered the most easiest signal to decide. Or maybe the warring signals works like that.
