Well, all this stuff with Victor and Jin happened before Victor and Yohan even met. He's just trying to get treatment for his brother. He never actually intended to fall so hard in love with Victor.

What I mean is that it's an irony of destiny that he sees this guy Yohan as only a tool, not even a human, to use in order to get what he need but indirectly this guy might end up with the guy he is obsessed with and in cahoots with the enemy's rulers.
I love Yohan and I know he is not evil, just trying hard because of his brother
So this guy Jin hired this man (Yohan) to steal some important document so he could become some sorta warlord governor but he is not going to get the documents and in the mean time he got the guy Jin is obsessed with to fall head over heels for him ....
