Well he is dark with respect to what is considered dark in China. Each country has its own ideas of what is considered light and dark. In East-Asian countries, when they say dark, they are referring to dark for their ethnic group. To us they may all seem light. But to them, in their eyes, there is a clear distinction between different hues in their own group.
