I don't think she was flirting with him, I think she just wants to be close to him? The one she ex empress was in love with was the uncle's father. Though it is confusing, I genuinely only clarified that on my second read with the official translations the previous one was a little too confusing.
No like the emperor looks soo old that he and his mother looks like a couple and FL's uncle looks kinda old as well and is like son for Emperor's mother but the way she was taking with him it seems like Ex - Empress was flirting with FL uncle
