To popularize character among perverts which would pull them to book ? Basically marketing tactics and some are just fan services. Companies and marketing team palys big part in character designs so it's not just author and artists.

I also feel like it's bcoz of this reason that boys (mainly) always run their mouth about their type having big b00b, Big AsS, pretty face, thick thighs......
I mean for boys as well as men, they can go to gym and work out to get a fit body but unlike women whose body is physically not supposed to grow after reaching the age 18/20(?) what can they say about this(￣∇￣")
