from what i've seen in the raws that's not the case at all and the author is advancing the plot and every now and then we get bit's and pieces from their backgroundstory the thing with the collar was just a punishment for the uke trying to get the upper hand by hurting himself. it was therefor not pointless at all but just the seme being angry at the uke for cutting himself

This manhwa started out with a lot of potential and now it just looks like the author just wants to torture the character and forgot the plot.
What's the point of putting on the collar if the guy is already chained to a pole?
Detain has a similar plot, maybe they will execute it better.
