It’s established relationship and the premise mostly follows the sexual aspect of their relationship in a very gimmicky way. They don’t really go on dates but blue-haired is very affectionate. The story is a bit more leaning towards comedy

I'd say it's romance because they are in the process of falling in love even if dating

They are literally on top of each other in the cover so ig there’s romance

I’ve read other mangas with the same types of covers and they can be deceiving from what the plot actually is!
