if they can insult him openly then he can,but yeah confronting them saying Shinwa won't be joining anyway,is wrong, how can he take Shinwa's decision on his own?

Because he's their representative, he can make a decision since Shinwa's chairwoman chose him and trust him. She probably also warned abt things could happen this way so yeah. Also isn't said in this chapter that joining this alliance would do more harm than good.

:3 no I mean he said “dont belong here” too early and straightforward when the girl just ask where they’re going and got mad with his answer. Jinwoo is kinda rude. And yeah shinwa guy said it’s difficult not impossible. I don’t mind tho it’s jinwoo job to create problems (⌒▽⌒)

I think that "don't belong here" depends on how you take it. In other translation Jiwoo said it much polite(?) " We're planning heading back home, I don't think this is a place for us to be..." His apologetic behavior matches his face too. But it's all subjective, I guess.

In my opinion, this is just his behavior getting influenced by his environment. He's basically being mentored by three of the most powerful awakened people who also happen to be very self-assured and arrogant, that's bound to rub off on him at least a bit. Moreover, he's currently the ONLY disciple of Kayden who became one of the top tens, he has to maintain certain dignity and attitude so as to not tarnish Kayden's reputation. And, in this banquet he's representing Shinhwa explicitly and the country he's from implicitly. Him acting overly polite will just make others think that Shinhwa and korea is acting subservient to the Bryan family. So, Jiwoo behaving a bit rude and arrogant is just enough to show people they're not just gonna bow down to powerful organizations or countries.
