the entire manhwa heavily relies on miscommunication and misunderstandings, there is no single person to blame when they’re both extremely dense/naive/stupid. pania could read his body language better but naos could also communicate his feelings better. same with how naos could try and show more interest in her and she could try and express her feelings for him.
