Since the doctor warned Jinwoo to pretend to be a teacher then Gunwoo probably kicked out useless people before. Just the fact that he was trying to find a reason to save Jinwoo in the beginning was already sus enough.
It can be both really, he seems like a pragmatic person who values ppl bcoz they're useful with how happy he was with Jinwoo being a teacher but also he's doing it for the greater good or something that ppl are too scared to cross him. I can already see so many angst with this but I'll let author cook with it XD
Yeah, I also thought is maybe because he will kick out anyone who isn't useful for their community, so I'd understand why they're scared of him
