I am pretty sure the ML has either got some sort of mental disorder or his cognitive functions are a little lacking. The other residents stressed the importance of being useful in this town, I am pretty sure they fear him or have experienced some sketchy side of the ML.
There seem to be some unspoken rules and cues regarding his behaviour.
