Well Sisyphus was punished to roll a boulder up a mountain for eternity because he tried to escape death. So Idk Jinwoo might have some ties to the reason why the dead have turned to zombies.
My Theory, maybe Jinwoo is Sisyphus and Guwon is his dog Hound or vice versa. Jinwoo seems to be as dangerous as Guwon but without knowing it and I have the impression that Guwon knows. Or I am completely wrong
