What the guide-esper admin's doing just doesn't make sense and it's taking me out of the story!!
....I stay 'coz I am curious as to why and how this weird situation came about..... but each time something like this happens, baffles me and makes me dislike this story

It's been some time since I've read the novel but iirc the military were trying to tie him up to them and make him their obedient dog since he is the only S++ esper in the country it gives them a lot of political advantage (later they show espers from china and japan too). It would've been easier if ML accepted guiding but because he refuses any other guide after MC died he keeps going on rampage. MC was a guide that had very high rating with every esper so they were also tying him down until he died, they gave him to ML only because they liked an S++ better than a good guide. ML also doesn't want to leave the military and keeps his head down for now because he is looking into the suspicious death of MC
Pls, someone spoil what the higher up want from ML cuz they literally trying to make him rampage every single time. They also make a teleportation device by extracting teleport esper power but it was banned cuz they got found out. Bruh.
I don't see any purpose if ML go rampage and then what? Are they trying to get the free electric supply? If it was space like power, I would understand but electric???
If I were the higher up, I would make the best guide ever that have 90%+ match rate with everyone and then can control the esper power like 'gurll, I make your love one to be the best guide but you have to let us harvest your powerr. Grr. But dont blame us if your love one want other man after that hohohohoho.'
