It's like that because the scanlation team coloured it and they clearly thought it was Nemo was got shaved. But they're all wrong. Somehow they missed it. Nemo didn't lose his anemone. 2. Ignore the fullcolor page. It was colored by the scanlators so it is open to their interpretation. Regardless, the original image shows it on a black background. So the hair is white (black won't show on black after all). The black background isn't so the hair can be light. It's black for mood effect. To show the darkness of the truth.
I believe the background was black 'cos that panel was a flashback of the seme shaving himself. And yeah, you have really keen eyes, Nemo still has his hair intact in the original.
