OK I HAVE A THEORY. LEEWON HIRED LEONID TO KILL CAESAR. That's why he had to ask caesar first!! And if leonid goes after caesar then he becomes fair game and caesar can target Leonid back in self defence. this means that he'll be too busy protecting himself/running away to kill Leewon?? Even if Leonid does his jobs in chronological order(which means he'll aim for Leewon before Caesar), Leewon can hide behind the tsar because Caesar can just say he was informed (which HE WAS) of Leonid's future attempt at his life and as a tsar he needs to get rid of this threat so he can go after Leonid without even waiting for the sniper to make the first move.

Idk if there's more psychology going on here but there's a chance that Leonid might say no to the job offer; but I think MAKING the offer in the first place was already Leewon's big brain move, especially his line saying "I have permission from him directly" which means Leewon has ALREADY informed the tsar. Leonid is also smart enough to consider all the repercussions that may follow (aka everything I said above) so he might hopefully give up on this job at Leewon from this thinly veiled threat...
