Read this all in one night I'm so mad its not completed... it's hard to say at the moment with so little info and that mainly came from the military's pov... but looks like both the military and the garden of eden are awful organisations greedy for power. In apocalyptic settings (or just any setting..) the military/government is always the villain for various and obvious reason and I'm convinced its same here with all the things they hide and discard and how they treat both civilians and lower ranks. The opposite, one of many, is the garden of eden organisation/cult/religion but even them don't seem the best to lead the people...
Also I'm not sure if people in the comments got it but Major Kwak does not want dr. Seok to get into trouble and finish in interrogation room again since hes always under surveillance, he said it in such a way to discourage him, though of course it didn't really work. Also I firmly believe he is not on either the military or the garden of eden's side.

    I'm glad it's not fully completed so I have something to look forward to for now

    Due to Mc helping the military it makes sense that it's been the militarys pov thus the little amount of information

    People sometimes make others the villain so the government is brainwashing kids that they are the best and the garden of eden is horrible.

    Major kwak is not a citizen of rainbow city originally but also not apart of the garden of eden thus he's not as "controllable" as the others so he's probably not on either side
