they probably started to get close after chapter 143-146 (68-71) where horus told him everything, especially about how they've already met before and seth slowly started to let horus see his vulnerable side throughout the chapter. also, the reason why they're so down bad for each other here is because of the temple's influence lol

seth is influenced by the temple to make love with horus because after the lovey dovey scene he goes back to normal, but since the temple kind of gives you who you desire (like how the blonde woman showed herself to seth cuz that's probably his type) he kept smelling horus' scent cuz he unconsciously desires him. so i get why it felt rushed for you<3 but i personally love it cuz i've been waiting for years for them to just dote on each other lol
