They act like NPC's but main character NPC's. Part of the game and haunted by the killer.
He's an NPC like village type NPC .. completely part of the background. He doesnt have his own luggage.
I know that they're saying that he was a NPC, but aren't they all essentially NPCs when a tape isn't playing. It would make sense that Bada's memories are hazy if they forced him to put in a tape and make it his instead of his own tape. I think it's not as simple as they think it is and there is more to the story than they know.
