As a lover (personal feeling) or as a knight (a matter of the country), which could be meant Ray can't accept the his his proposal to become the empress even he wants it as a lover, since there (probably) will be so much pros and cons
So, his Majesty just disappointed that he can't be Ray's priority (as a lover)

I think it's because he tried to brush it off with banter. Ray knew what the emperor meant and didn't answer the question he tried to flip it and act like he didn't understand. Which I think in turn hurt the emperor feelings and made him angry. Cause why you up here playing with my emotions & acting confused. Which is why we see Ray spiraling because he knew what the emperor was saying and is now upset that the emperor is upset.
Can anyone explain majesty’s problem? Bro just asked if he should reply as his lover or his mercenary what’s the issue? Am I dumb??
