Probably that she is "wild" and doesn't have that noble etiquette expected of an empress, like being elegant and such. She doesn't have the support of other nobles for she isn't even known in their social world nor knows their social norms. She also doesn't even know much about the capital/empire and its people so they see that as her not being fit to handle negotiations or other things related to the empire.
Tho I guess with time she can learn all those and win people over once some get to know her better. She is loyal, strong, honest and cares about her people but isn't afraid to be just when it comes to punishment.

Mmmm see but that's not public sentiment that's the nobles sentiments. I can't see normal people who they refer to in this manner regularly agreeing. Its like Luigi, he could run for president and I'm sure he would get a LARGE amount of support unironically. How much more for someone who literally saved the country you know? It doesn't feel realistic.

Well true but nobles usually have more power than the regular people and I guess that's why he is trying to get the higher nobles to agree with him. Unless normal people get together and riot, then the nobles will have to listen. Otherwise other nobles will have to stand in their way to stop them. It's why he trying to get the majority to agree with him before the meeting. It's like if we want to impeach a president, even if the people want it, we still can't do as much if the government doesn't help us. Normal people don't have as much of a saying in those things unless they get together and protest to make them listen.
I'm curious on how this guy plans to sway public sentiment against the countess... as far as the people should know she found out Gabriel was evil, helped save the nation and the prince and has guarded the nations borders since her birth. Like what can he say... she's never done a bad thing in her life (≧∀≦)
