Idk, but I think he is just pretending or so. Someone stupid can't be the Boss of the city in zombie apocalypse. Let's see where it's going
I don't think that the Boss is stupid or has low IQ. He took this test specifically so that he would have fewer points and would be able to meet with the teacher more often. He is smarter than we think.
