Depends on the style you're writing with. I would honestly go with half-blind because it's more casual. For example
"Walking down the street, head bobbing up and down to some beat, it's only when I turn my head that I see that half-blind chick again."
Okay the example, I admit is a REALLY casual ( and cruddy) one but ;-; please bear with me. You get what I mean right? If I had instead wrote
"Walking down the street, head bobbing up and down to some beat, it's only when I turn my head that I see that visually impaired chick again."
A phrase like visuslly impaired would feel awkward written in an story, unless you're gunning for that kind of technicality and it's THAT kind of character.
And if I just misread what you were saying and you're just using this for a character summary if some sorts, by all means use visually impaired. I agree, it's the better description.
