I’m willing to bet there was more than one deal maker. I bet that the Phoenix was more of a fall guy (only making a minor deal or just getting them operate in the southern lands.) so that the real/ true deal maker can fly under the radar. Saha is very sus to me but I don’t know if she is a red herring because her character screams obvious evil villain.
Will appreciate some spoilers.
