Yes. If his sense of responsibility made him follow up with the PE teacher for instance then it would be effective and impactful. Instead he's just an anxious mess jumping to assumptions and projecting on to his brother.
i understand why his brother is reacting that way, but i REALLY hate it, especially because he's j outright refusing to thoroughly check things & j makes accusations asap. i understand it could be because he's in a panic for him... but dude, take a step back...
