Novel reader here! - I promise Kishiar is a top tier ML, he shoots his shot here and there but he always respects Yuder’s boundaries when he says no. Plus a lot of his dialogue in the early story is tongue in cheek, you find out later why he’s such a flirtatious guy and why he lived the way he did before the cavalry was formed.
Also, I am an omegaverse hater and I will give turning a 100% pass because it is actually used in the story and is taken seriously (how traumatising heats can be, how discrimination against omegas began and how it affected them, etc.) Yuder uses his experiences in his previous life to make the current world better, trust.

I’m not going to defend Kishiar bc it’s an HR disaster in modern standards and he could be accused of workplace sexual harassment ngl but the reasoning behind it is to gauge whether or not Yuder could take the chance to assassinate him (he’s very suspicious of his competence especially when awakeners have only been around for two years and he sees him as a commoner dude that knows way too much and acts like a noble that wielded authority before). They don’t have a definite relationship together until 300+ chs in and the omegaverse thing is melded in the story not just as an excuse for dubcon/noncon sex but touches on a society that is just getting introduced to it and healthcare/legal development surrounding secondary genders. If yuder doesn’t desire him, he won’t make a move without his permission I guarantee that. Both of them hate the loss of control the most (which is why first tl was such a disaster).
