I feel like the Nagai clan wanted peace and didn't wanted to dethrone the emperor with those people and chose to hide and live in peace
That would be the best outcome, but they've also been saying "if you hear what your clan did then you won't want revenge anymore" so surely it's something more sinister. But these people are also crazy so who knows
