Eh no he started the war by using humans as a weapons, experimenting them by creating a human army that’s because he want to perish those guys. so now the demons think the humanity is the enemy. He started it all. You just had a silly thought. He’s a bad guy.
But the enemy of our enemy is our friend... I know he's a bad guy but he done a great job to protect the humanity even when his true nature is evil but now he's gone... His appearance normally should be near the end of the story but since it's appeared earlier then... it's not good.... I hope the new civil servant will fight them all...
