It could just make the situation worse. For example, if the bully started spreading rumors about him from that past that he finds embarrassing.

You don’t owe your bullies anything. Bullies don’t explain why they bully you or dislike you, they just do it because they want to. He can dislike his bully without revealing his past if he wants to. So what if the asshole is bothered. Anyone around wooyeon with more than a braincell will see that blondie is the problem.
You can rant all you want if you disagree about my opinion, but you don't get to judge my whole being just because you think you have the right. I've been in the same position before which I exactly know how frustrating it is to feed more on my negativities. It doesn't help on my day to day carrying that load while the person thinks I owe them.
