Yes and no. He's basically dating he's willing to wait until his boyfriend sorts out his issues because they love each other, but that doesn't mean he's going to wait forever. Which makes total sense. If you see someone dragging something or not dealing with it when they promised you they would, then you'd feel they're not taking you seriously or they're not committed to you. So it's that, "Take your time but don't take too long."

Kotani has a more rigid personality, and sometimes he speaks before he has time to consider how his words can be misconstrued. I think it's as he says in this latest chapter, he wasn't really considering how hard it would be for an omega to be unmarked, or how insecure an omega must feel when not in a stable relationship. Because he's got inherited traumas with marriage, it's understandable he would automatically equate marriage with unhappiness.
