I think he does, but he’s choosing a real roundabout way about it. He’s conflicted with his feelings for her and the promise he made to her mom that he wouldn’t make a move on her and only remain friends with her. I think he’s floating between breaking the promise or not, but this kiss is about to change a lot of things between them. Especially since it wasn’t just a peck on the lips.
