Yes, Cecil is a boy and likes to dress up as a girl, not because he's trans, he just wanted to become like his dad who dressed up as girl when he was a kid too. At that time in KML, Josh and Chase has 3 kids, 2 sons and 1 daughter but their dauhhter is still a baby.
