That's because of the skill safe zone, which is not a shield, but rather a zone in which no one can be harmed - if I understood that correctly from the novel
You're right, however his reaction does make sense. His trauma probably had a big impact as to why his sheild protected the whole county thinking he doesn't want anyone to make a sacrifice instead of just one person, plus add to the fact that he is a S-Rank so basically his abilities are already top notch. He can control his power but his experience made him extend his Safe Zone ability far beyond the place where they held the auction.
Or let's just go with a more simpler version, he just used his abilities as it is (S/SS/SSS) That's already plenty powerful.
