When a cameraman captures footage of wildlife survival, you might come across comments saying, 'Why didn't the cameraman help the animal escape from being hunted, or why didn't the cameraman give it food so that the animal wouldn't have to die?' In this scenario, the cameraman would be the first God, and the commenter would be the second God.
For the cameraman, they don't want to interfere with the animal world and just observe. As for the commenters, when they recognize the existence and ability of the cameraman to help the animals, they always want to intervene to make things better.
... so if we consider the World War times ... when the 1st God could have saved millions or billions people died from hunger, gun shots, etc.... These are just examples if we connect their gods action into reality.
