from what i understand so far:
kazami gave ikuse a manuscript and asked for it to be submitted for the newcomer's award.
ikuse didn't want to. my guess is that he's resentful and jealous that kazami managed to create a story so amazing despite it being 'something he whipped up' while ikuse himself couldn't create anything like that even though he had always wanted to be a novelist (that desire is represented by that child version of him)
so instead ikuse described kazami's manuscript to the older author, who used it and published it under his own name. that's why ikuse's colleague was talking about the older author's second coming, when really this author is plagiarising kazami's manuscript.
