I think he's asking if Heedo purposely avoided placing on base in the previous innings and scoring earlier. Previous chapters suggest he kept hitting ground balls and getting off on first base thus never scoring (which is odd considering all his smack talk to the other teams pitcher before the game and his batting skills which he's known for). Basically he's asking if he waited till the last inning to score on purpose. (He did) By doing this he made Sato focus all his attention on him as realistically he was the only one capable of giving him what he really wanted.
