I think what's happening is that the Empress is controlling the girl and the Emperor with magic that she's given to her, mixed with her conviction to die as well. So he's trying to break that bond with his magical blood as well as kidnapping her (cause that's what they are known for) because he doesn't want her to kill herself.

the plot and storyline is very confusing at this point, like why does the empress need their hair for her to use her magic? they don't give that much details so it's so confusing to read and it's so annoying that their making the fl looks so vulnerable, give my girl some peace and power bro
