I didn't see it like that, he was truly trying to help, he saw the position the emperor is and obviously he won't be the one to pressure her to make a decision, so Lionel took this job, which I don't think was bad, he didn't want to influence the decision itself but she needs to make one, if she takes too much time, it'll be bad for both of them, which doesn't mean it's a easy decision to make
