Yeah Mao Mao is 17 in whole of season 1 of the anime, and volume 1 and 2 of the light novel. I meant Rou ran's age but I'm pretty sure she's at least 18 because Mao Mao in the anime comments that she's old enough for the emperor to visit her in episode 14.
