while Jin Hyeok-Wi would be his birth name, Prince Yeong is the title you would use when speaking to him or referring to him as a show of respect.
i think this is based on chinese history (korea might have also had a similar system, idk tho). it’s not unheard of for the birth names of past emperors to be lost to history because once they are emperor, people will stop using their name almost entirely. they often had many titles or their titles were given posthumously.
this is just an assumption based on my very limited knowledge of chinese history
