Nothing ever pointed that Shaia is a playboy. In fact with that omega girl, shes just hanging around him but he doesnt have anything to do with her. With Theo, it looks like Gal/Garu lied to Beryl about Shaia liking Theo romantically. This was confirmed when Shaia commented about having certain feelings for Beryl and said ‘is this how Hugo feel for Theo’ — which clearly indicates Hugos affection for Theo is different from Shaia. He probably only likes him as a childhood friend. PLUS Shaia literally says in the beginning his morals doesnt allow him to be with anyone else when he already has a fiance, even if it was just a contract
