It was basically someone with a torch, shining it at the building/office she was in. And they would have been able to see her in the office and standing at the window. Then she's gone outside and stood underneath the light and the light is then shining downwards at her.

I think she thought it was weird because the light is smaller in comparison to the lights that would be used to light up the whole construction area. If someone was walking around on the upper levels of the construction, the light would be moving but it was just shining at the building.
