i think his powers might not be as powerful as anya's and maybe there's certain conditions and limitations to his powders. obv this is just a theory but it seems like anya was born with these powers ? and he got some .. stuff done or smthg . also maybe he just doesn't care about loid being a spy maybe his goals are .. different than just gov disputes etc
