Yep, Cecil is the second son. He's basically a carbon copy of his father, Chase. That's why he looks like that.

Chase is blond with blue eyes. You see him in the beginning.. chase miller ? I never saw him with purple eyes? His son dresses like a boy, they must think it’s a temporary thing for now, they said twice he was a son and not a daughter tho
Ok note this will be a long read but here's the thing. We need to note that <Kiss me, Liar> and <Kiss me if you can> are novels by Zig but the manhwa adaptations have different artists. The character designs vary per artist's interpretation. Here in <Kiss me, Liar> you will notice that Grayson has a vivid blonde color. We all know he is Chase's brother. So, we can assume that Chase got that same vivid blonde hair color too. That's why Cecil also has that hair color(this is <Kiss me, Liar>'s artist's version). As for the eye color, this is something that's not clear. Keith, Grayson and Chase got purple eye color(even the novels described it like that). Cecil here, there's a glint of purple in his eyes. His design wasn't even detailed in the novel. I'm not sure if once he manifests as alpha, he will also have a pure purple eye color just like the other dominant alphas here. If we talk about genes, Cecil's blue eyes surely didn't come from Josh's side(Emma and him has green eyes, so is Pete) while Chase and Grayson has purple so where it will come from. I guess some loophole in the story haha. Again, I'm not sure if all alphas will have purple eyes. Let's now jump in <Kiss me if you can> art, the alphas in Josh's team don't have purple eyes. Their design weren't specific in the novel except that Josh is the smallest one in terms of body physiques compared to his team mates. So, what I want to say here is that, we can't actually rely on the character designs in the manhwa versions since their designs vary per artists. Now, let's talk about Cecil having long hair and dressing and dressing like a girl.. Cecil is the second son(not a daughter, their youngest is still a baby in this timeline). Josh's first love is a girl from a chocolate ad played by Chase. He thought he was a girl that time, then realized his first love will never come because is was actually a boy. Chase's beauty isn't on the masculine side. Later in the <Kiss me if you can> story, you will see his total resemblance with his son, Cecil. Chase always wanted Josh's attention. This is one of those qualities that Cecil inherited. As you can see he can pull that girl's clothing making people think he is a girl just like how Chase did in his choco ad. Cecil, wears clothes to draw attention from the people he likes. Chase is described to have a narcissistic attitude in the beginning of the story. Josh is the only one, who he wanted his attention. So, don't be surprised if Cecil did that. Take this part as a grain of salt but I read somewhere that Spence praised him(thinking he was a girl) when he wears clothes like that. It was Josh who initially dressed him one but after a compliment from Spencer, he started to be more femine to impress him.
Ummare nathaniel and grayson the same person?
Well they usually mention Nathaniel and Grayson as different people. Nathan is the eldest. I read in twitter that Zig will write for Nathan <Run Away If You Can>, it was already mentioned that the title for Dane and Grayson's story <Like/Desire Me If You Can>. So, based from this they're of different person. Also there will be one for another Miller. Their parent's story is done <Lick Me If You Can> but didn't see any mention on their children(the number of sons/daughter they have) or I might have missed one.
