THIS!!! I think people keep forgetting about the bomb. I mean Leewon could have died, all the while Caesar was stuck in the hospital and helpless. He's terrified of losing Leewon, and just wants him to be safe, and although he's obviously going about it the wrong way, I do get his thought process. In his mind Leewon drugged = staying still = by his side = safe

Caesar's been known and SHOWN CONSISTENTLY as an ultra paranoid, possessive-to-a-psychotic-degree seme (and that's probably why most of us are reading this anyway <3) who has leewon at the top of his priorities. So him drugging leewon now is actually perfectly in line with what we've always known. He's only been getting greener because of leewon sticking by his side, but the moment they get separated momentarily a bomb almost takes his life, basically proving his subconscious right that leewon should never be allowed to leave his side. Caesar had probably already been panicking and so furious that he went around behind the scenes to clean everything up before he even went to meet leewon. But when he went to fetch his wifey, all he heard while restraining himself was that someone (Vlad) was also going to try taking leewon away from him. Now he probably feels anxious and insanely possessive because EVERYONE seems to want leewon away from him. Which I think explains why after getting explanations from leewon, caesar drugged him (to bring him home in case leewon resists) and also why after leewon passed out, his smile faded. He had probably been keeping up the suave act like he was unaffected, but he's probably terrified inside.
